SWISS GUN CONTROL REFERENDUM, 2011

          On this date, February 13, 2011, the Swiss Gun Control Referendum was held. I will post information about this referendum from Wikipedia.

  
Switzerland supports the 2nd amendment and has a low crime rate.
A referendum was held in Switzerlandon 13 February 2011 on the federal popular initiative"For the protection against gun violence" ("Für den Schutz vor Waffengewalt"/"Pour la protection face à la violence des armes"/"Per la protezione dalla violenza perpetrata con le armi"). It was rejected by 56% of voters and a majority of cantons.

Initiative

The initiative foresees that guns can no longer be kept at home, but must be stored at the arsenal (Zeughaus) instead, that possession of a gun should be linked to a screening of the ability and necessity of the gunholder, and that all guns should be registered. Left-wing parties (SP, Greens, CSP) and the GLP are mostly in favour of the proposal, with right-wing parties (SVP, FDP, CVP, BDP) opposed.

Opinion polls

According to polls from January 2011, the initiative was favoured by 45% of respondents, with 34% opposed and a relatively high amount of undecideds at 21%. A second poll from two weeks before the referendum saw a closening of the polls, with 47% to 45% in favour.

Results

More than half, 56.3%, of all voters were against the initiative, with only the cantons of Basel-Stadt, Zurich, Geneva, Jura, Vaud and Neuchâtel in support; this meant the initiative would have narrowly passed in western Switzerland, but clearly failed in the German-speaking parts. In Switzerland, the passing of a constitutional amendment by initiative requires a double majority; not only must a majority of people vote for the amendment but also a majority of cantons give their consent.

           On this date, 14 February 1994, Andrei Chikatilo, a Soviet Serial Killer was executed in Russia for his crimes.

Andrei Romanovich Chikatilo (Russian: Андрей Романович Чикатило, Ukrainian: Андрій Романович Чикатило; 16 October 1936 – 14 February 1994) was a Soviet serial killer, nicknamed the Butcher of Rostov, the Red Ripper, and the Rostov Ripper, who committed the sexual assault, murder and mutilation of a minimum of 52 women and children between 1978 and 1990 in the Russian SFSR. Chikatilo confessed to a total of 56 murders and was tried for 53 of these killings in April 1992. He was convicted and sentenced to death for 52 of these murders in October 1992 and subsequently executed in February 1994.

Chikatilo was known by such titles as the Rostov Ripper and the Butcher of Rostov because the majority of his murders were committed in the Rostov Oblast of the Russian SFSR.

Total Defence(or TD) is the name of Singapore's comprehensive defence strategy, adapted from countries like Denmark, Finland, Sweden, Switzerland, Austria, Ukraine and Russia. It is based on the understanding that besides military action, aggressors can also attack the country by wrecking its economic systems, tearing its social fabric apart, targeting Singaporeans' beliefs and commitment to defence, and its ability to recover from disasters, both natural and man-made. The Total Defence concept encompasses five key aspects – military, civil, economic, social and psychological defence – and focuses on the need for each Singaporean to play his or her part to defend the nation. These five aspects are very similar to the "4 Defences" of the Austrian "Comprehensive National Defense" (Umfassende Landesverteidigung) strategy of 1975.

The Five Aspects

"Military Defence" consists of the Singapore Armed Forces (SAF), including its citizen soldiers. Their mission is to "enhance Singapore's peace and security through deterrence and diplomacy, and should these fail, to secure a swift and decisive victory over the aggressor". As part of the mission, the SAF strives to maintain a high state of operational readiness 24/7.

"Civil Defence" is about ensuring Singaporeans know what to do in times of an emergency. The Singapore Civil Defence Force (SCDF) supports this aspect of Total Defence. However, if Singapore encounters a nationwide emergency (e.g.: terrorism act or war), the SCDF will not be able to cope with the demands of the situation. Hence, it is crucial to rope in Singaporeans to help their fellow Singaporeans. To facilitate this, the SCDF recruits and trains civil defence volunteers in first aid, rescue and evacuation procedures, and shelter management.

"Economic Defence" is defined as maintaining the economy of the country and its ability to compete in the world, as well as environmental protection. It also involves helping Singapore (and Singaporeans) stay relevant in the global economy and putting in place economic systems to ensure that the Singapore economy does not collapse in times of crisis.

"Social Defence" is about keeping the social fabric strong and ensuring that Singaporeans live in harmony regardless of race or religion. This is especially important because Singapore is a multi-racial and multi-religious society.

"Psychological Defence" is about loyalty, commitment to Singapore, and having the will power and resilience to overcome challenges. This is the component that would determine if Singaporeans will stay to fight or abandon the country when it is in trouble.

Initiatives

Total Defence Campaign

Each year, Nexus (Central National Education Office), a department within Mindef, will launch a Total Defence Campaign before 15 February to promote public awareness and elicit ground-up initiatives for Total Defence. 15 February was the day Singapore fell to the Japanese in 1942. The date reminds Singaporeans of what they stand to lose if they are unable to defend themselves, and that everyone has a part to play in defending the country.

On 15 February every year at 6:20 pm (changed from 12:05 pm in 2015), the Singapore Civil Defence Force (SCDF) would sound the Important Message Signal via the island-wide Public Warning System (PWS) sirens. At the same time, all local radio stations would also sound the important message signal and explain to their listeners the appropriate measures to be taken for the three different types of PWS signals.

The theme for the 2006 campaign was "Stay Vigilant, Be Resilient".

The theme for the 2008 campaign was "Total Defence. It's Personal. Play Your Part."

The theme for the 2009 campaign was "What Will You Defend?".

The theme for the 2010 campaign was "I Will".

The theme for the 2011 campaign was "Home - Keeping It Together".

The theme for the 2012 campaign was "Total Defence - It's My Turn".

The theme for the 2013 campaign was "Will You Stand With Me?".

The theme for the 2014 campaign was "Because You Played A Part".

Total Defence Day

Total Defence Day is marked annually on February 15 in Singapore to commemorate the anniversary of the surrender of the British to the Japanese on February 15, 1942, precursoring 3 years and 6 months of Japanese Occupation.

Schools frequently organize activities, such as quizzes or fire drills, for students to remind them on the importance of Total Defence, to remind students that Singapore is defensible and is worth defending, and only Singaporeans would have the will to defend Singapore.

At 1820 hours, the Singapore Civil Defence Force (SCDF) will sound the Important Message Signal through the island-wide Public Warning System (PWS) sirens. Simultaneously at 1205 hours, 10 local radio stations will sound the important message signal and explain to the listeners on the appropriate measures to be taken for the three different types of PWS signals. After the sounding, schools will read out a Civil Defence message in which students were reminded of the significance of the PWS signals and appropriate measures.

William Bonin
William George Bonin (January 8, 1947 – February 23, 1996) was an American serial killer and twice-paroled sex offender, who committed the rape, torture and murder of a minimum of 21 boys and young men in a series of killings between 1979 and 1980 in southern California. He is sometimes referred to as "The Freeway Killer", a nickname he shares with two other – separate – serial killers, Patrick Kearney and Randy Steven Kraft. Bonin is also suspected of committing a further fifteen murders. He was convicted of 14 of these murders and subsequently executed in 1996.

Bonin became known as the Freeway Killer due to the fact that the majority of his victims' bodies were discovered alongside numerous freeways in southern California.

            On this date, February 26, 2014, Michael Anthony Taylor was executed by lethal injection by the State of Missouri, his partner-in-crime, Roderick Nunley was executed on September 1, 2015. They were both convicted of the March 22, 1989 rape and murder of 15 year old Ann Harrison.

Michael Taylor(January 30, 1967 – February 26, 2014) was a Missouriprison inmate on death row, convicted of raping and murdering 15-year-old Ann Harrison after abducting her from a school bus stop in Raytown, Missouri on March 22, 1989. Taylor was aided by Roderick Nunley, who was executed on September 1, 2015 after three Supreme Court issued orders denying a stay of execution for Roderick Nunley, who was 50 years old. The appeals pending before the Court questioned the constitutionality of the death penalty, the sentencing of Nunley before a jury rather than a judge, and the secrecy of the state of Missouri in acquiring the drug used to perform the execution.

Taylor was scheduled to be executed February 1, 2006, but was granted a stayby the United States Court of Appeals for the Eighth Circuit, on the grounds that lethal injection in his case could be cruel and unusual punishment. Missouri asked the Supreme Court to vacate the stay, allowing the execution. Justice Samuel Alito, in his first official act on the Supreme Court, voted with the majority (6–3) to refuse Missouri's request. Alito's vote made headlines because he did not vote with Justices Antonin Scalia, Clarence Thomas and Chief Justice John Roberts, said to be the conservative wing of the court.

Taylor was subsequently executed on February 26, 2014 after last minute appeals questioning the reliability of Missouri's new, unnamed supplier of the execution drug pentobarbital were turned down, becoming the fourth person to receive the death penalty in Missouri in four months.

On the evening of March 21, 1989, Michael Taylor and companion Roderick Nunley stole a car and binged on cocaine. At about 7:00 a.m. on March 22, they saw 15-year-old Ann Harrison waiting for the school bus at the end of her driveway. Taylor allegedly stated he wanted to steal the girl’s purse, and Nunley, who was driving, stopped the car. Taylor spoke to the girl and then grabbed her and forced her into the car. Ann screamed and found her attackers but they threatened to kill her if she didn't stop. Nunley then drove to this mother’s house where Ann was taken out of the car and forced to crawl down to the basement. Taylor then raped the girl. In his confession, Taylor stated that Nunley also raped Ann Harrison but only Taylor's DNA was recovered. After the assault, the two men forced Ann into the trunk of the stolen car and tied her up. After Taylor stated he was afraid the girl would identify him, the two men decided to kill her. Ann at first refused to get in the trunk and pleaded with the men not to kill her, offering them money from her parents if they would let her go. They pretended to agree with her suggestion and told her they would take her to a pay phone so she could call her parents, but instead, Nunley retrieved two knives from the kitchen and both men stabbed Ann. Nunley knew Ann Harrison was going to die from her wounds. The former county medical examiner testified the victim was stabbed 10 times and she died approximately 30 minutes later. The men drove to a nearby neighborhood and parked the car, leaving Ann in the trunk. That night, Ann's parents, Bob and Janel pleaded on local television news for their daughter to be safely returned. Nunley gave a videotaped confession to the police. Nunley was also sentenced to death for his role in this crime.  UPDATE: In an interview shortly before his execution, Michael Anthony Taylor said he had written a letter to Ann Harrison’s parents and that a prison official assured him it would be offered to them. In the letter, Taylor said, he expressed “my sincerest apology and heartfelt remorse. I hope that they’ll accept it.” After the execution, Governor Jay Nixon released this statement: “Our thoughts and prayers tonight are with Bob and Janel Harrison, and the other members of Ann Harrison's family, as they remember the 15-year-old child they lost to an act of senseless violence.” Friends and members of both the Harrison and Taylor families witnessed the execution. Among the state witnesses was retired Kansas City homicide Sgt. Dave Bernard, who was an investigator on the case. Taylor’s death came a little less than a month short of the 25th anniversary of Ann’s killing. Ann's father, Bob Harrison, attended the execution, but did not want to make a statement afterward.

Theodor Eicke (17 October 1892 – 26 February 1943) was an SS-Obergruppenführer (German General), commander of the SS-Division (mot) Totenkopfof the Waffen-SS and one of the key figures in the establishment of concentration camps in Nazi Germany. His Nazi Party number was 114,901 and his SS number was 2,921. Together with SS-Obersturmbannführer Michael Lippert, Eicke executed SA Chief Ernst Röhm following the Night of the Long Knives purge.

Albert Maria Forster (26 July 1902 – 28 February 1952) was a Nazi German politician. Under his administration as the Gauleiter of Danzig-West Prussia during the Second World War, the local non-German population of Poles and Jews was classified as sub-human and subjected to extermination campaign involving ethnic cleansing, mass murder, and forceful Germanisation. Forster was tried, convicted and hanged for his crimes after Germany was defeated.
